The weight of the deck holds the 2x6 to the pier. There are no fasteners that hold the 2x6 or 4x4 to the pier. You are correct the wood simply rests in block.

I thought the deck had to be anchored to the ground and not just resting with its own weight. I am in Rochester, NY and I'm not sure this type of floating deck construction is even allowed here. I have ripped out my old porch/deck and the replacement deck has to rest on a cement patio which is under the entire deck. The current plan is to attach the deck to the house on two adjacent sides and support the deck by resting 4x4 pressure treated posts right on the patio. So this is half floating and half not, which I think is not allowed. Using your system and a full floating design would save the day, except I'm not sure this is allowed! Help!

You cannot built a deck in that manner. Decks need to either be 100% fixed or 100% floating. You cannot have a combination of both.
