Hi,
I have some code related questions which I want to get some preparations done before I go apply for Permit. I am located in Arlington, VA and am trying to build a deck using Dek Blocks on Existing Concrete Patio (4" thick Slab on Grade). According to IRC 2006, which Virginia Codes are based on, I found the following:-
1. All exterior footings shall be placed at least 12 inches below the undisturbed ground surface. R403.1.4
2. Deck not supported by a dwelling need not be provided with footings that extend below the frost line. R403.1.4.1
3. Precast Concrete. Approved precast concrete foundations shall be designed and installed in accordance with the provisions in this code and the manufacturer's installation instructions.
I do not want to demolish the existing conrete to dig a 12" deep hole for every single Dek Blocks. How should I approach the building officials with this plan to place the Dek Blocks on existing Concrete? Should I try to argue the concrete patio is not undisturbed ground? How did other users in other jurisdictions get building permits approved in reference with IRC 2006?

It looks like you are on the right track. Even though the blocks are accepted in nearly all the states it is possible that local building codes have specific requirements for deck building and the blocks may not be allowed. When you apply for your permit you should bring a copy of the plans along with our building code review. This should be enough information for the building inspector to grant you a permit.

Its hard to answer a question about concrete that is not level. Everyone has a different idea of what is not level. The best thing to do with cracked concrete that is not level is to remove the concrete. Its the only way to ensure the deck will come out level.
