The deck blocks will raise the floor off the ground. This will allow airflow under the floor. In you position (already having a cement floor) are you considering adding a wood floor?

Depending on where you live and what type of cement pad you would like to put the shed on you could experience any range of events happening if you put the 2x6 directly on the cement. Since I am not there to look at the cement its hard to give good advice. You might not have any problems. The cement might cause water to puddle and and continuously keep the wood going through a process of getting wet and drying. This could cause the wood to not last as long. This is a tough question and you might want to talk with someone in your area about it before building.
